Foreign Office, May 11, 1907. WITH reference to your telegram No. 75 of the 9th instant respecting the riots at Shanghae.
Ι approve your suggestion to submit Chinese proposal to the Judge of the Supreme Court and Consul-General.
It would be far preferable to eliminate, if possible, the points referred to under No. 1 from the proposed inquiry. They are quite irrelevant to the issue between the Chinese and ourselves, which is concerned with the responsibility of the local authorities for the riot, and their discussion would only entail delay.
The Chinese contention in regard to the custody of female prisoners has, moreover, been practically admitted by His Majesty's Government.
